What do the target lock descriptions on ships abilities mean?

For example, Biggs special attack says "Target Lock: Call an ally to assist."

Does that mean that if you are attacking an ally with Target Lock, Biggs will call an assist, or if he is Target Locked?

if you attack an enemy ship that has the target lock buff, you will gain that special target lock ability;;;

In this case, if you attack the target locked enemy with biggs, he will call an ally to assist/
