General Kenobi The Negotiator

1st Bug: Characters are not granted "Health Up" after "Health Down" is dispelled by General Kenobi's ability "The Negotiator"

Per the description for the ability.
Dispel all debuffs from all allies and grant them the opposite buffs for 2 turns if any.


As you can see General Kenobi, Cassian, and Jyn all have Health Down. When General Kenobi uses The Negotiator, Health Down is dispelled however the allies do not gain Health Up.


2nd Bug (potential have not been able to test): The order of dispel for the negotiator needs to be adjusted.

When using the Negotiator the "shock_debuff" is not dispelled until most other debuffs have been dispelled and the oppsite buff is attempted to apply.
If the "shock_debuff" is not dispelled till the end, or close to the end of the order, it will prevent the other buffs from being applied.
"shock_debuff" dispel should be move to the beginning like "immunity_debuff" dispel is.

I'm thinking about putting a zeta on DN's unique. Does Kenobi still not flip health down to health up?

Nope still broken. Will be fixed in August probably.
