BUG: Hoth Rebel Scout TM gain

Hello there,

I've noticed what appears to be a bug. In HRS's basic description it says "40% chance to gain 25% turn metre for all allies" although I've noticed it affects each ally individually, so that some gain TM and others don't.

Most characters that have such an ability roll individually per character. Quite possibly WAI.
