Sith Trooper Crimson Barrage Protection Up Bugged under Nihilus lead?

Per the description, mechanics and dev comments Sith Trooper should get protection up equal to (Max Health)*(# Debuffed Enemies)(0.05)

To me it seems that it is scaling protection up off of Max health base stat before the conversion of max protection to max health

It's not bugged. It's the same principle as when Imperial TIE Fighter gets protection up by an ally/his commander.

Which max health is it supposed to be based off of before or after protection conversion into health? Itf does not convert protection into health so it is not the same thing.
