Jyn and Chirrut shards in first slot only?

Each time I have seen either character in their respective stores it was in the first available character slot only. Is their low occurence in the shop related to this or are the shards sorted after determing which will show up?

Yes for Jyn, no for Chirrut. At least from what I've seen.

Seems like that's where they appear though Jyn seems more common from my perspective.

Jyn shows up in the top left spot in guild shipments. That spot is shared by JE, Dengar, and Gam Guard. So Each time the guild shop refreshes theres essentially a 25% chance for it to be Jyn.

Chirrut shows up in the top right spot which is shared by Echo, Cody, Tusken Shaman, and I think a few more characters.

Each spot in the guild and fleet shipments has a certain pool of characters that could show up in that spot. So the spots that have larger pools of possible characters are harder to farm because they're less likely to show up consistently.
