Do SA shards come in packs of 4?

I'm only getting the 8 packs in shipments, I only need 2 shard for 4* though.

They come in the 4 shard variant as well. I see them every 2 to 3 days along with the 4 shard Nihilus.

8 and 4. It's just that when you want 4, it'll offer 8 and make you wait for 4. When you want 8, it'll offer 4 and make you wait for 8. The shop knows what you want and does its best to test your patience.
