Jyn Erso Rebel Counterattack ability

After Jyn uses Rebel Counterattack,"Deal Physical damage to all enemies and grant TARGET other ally 100% Turn Meter and Advantage for 2 turns."

Why does it always choose Emperor Palpatine and never any other character? Is it supposed to go to the second fastest character? Because even still, Palpatine isn't the second fastest on that team.

Might as well change the ability text to "Gives palpatine 100% turn meter everytime".

I haven't watched it on auto to see if it favors certain character conditions over others. It could possibly be RNG, but I could auto some battles and look.
