How about a day or week of drop rates equal to the players level? Minimum 25% or whatever it currently is. If you advertise ahead of time, players of the middle levels will flock to spending energy to level up.

Free promotional ideas would be a pleasure in my line of work. Getting players to drop coin on energy for an increased chance during a promotion isn't blasting the developers strategy. I can't imagine a better way to promote players working toward their goals for a day or two. Double drops worked for bringing in spenders. This would work to the same effect.
