It's not a bug. Might wanna read the descriptions of her basic ability. She can make her own TM. What you saw was likely a triple tap with likely 30% TM gain, so she was ahead in TM than all other toons, and went again.

^I remember a bunch of threads when Dooku started getting TM when multi attacking. Someone would hit him, and then he would attack 4 times. 2 for the attack, 2 for his. Likely same thing happened for you, just with Leia, OP.
