Broken bonus attacks/counter chance attacks

How come in squad pvp does an enemy Count Dooku ALWAYS get the 50% chance to attack bonus and the Dooku I am using hardly double attacks on offense and maybe half the time on defense? The same thing applies to Fives. I made another account on android and at my level, the enemy fives has a 55% counter chance which also counters 100% of the time and mine doesn't. Is this a bug or is it intended to make you lose so you have to spend crystals for more pvp attempts?
