RNG or coincidence?

So I decided to gear up my entire squad of clones, after giving up on BHs, and I've hit a stun cuff bottleneck.

I went ahead to grab the vault of crystals from the 4th of may event because I regretted not buying them last year, and managed to buy one stun cuff right off the bat.

It's been a week now and I haven't seen a single stun cuff in the shipments since. Mind you there are 4 refreshes a day and that's 28 refreshes without stun cuffs...
