Highest Speed on Mods

What is the top speed a mod can have as secondary?
I mean perfect luck starting as 5 star gold and speed increases at 3,6,9, and 12

It can start at 6 so +30 could be possible

I got a tenacity diamond drop this morning with speed secondary that ended up with +21 speed on 3 RNG speed drop upgrades

Guild mates have up to +30 secondary. I've never gotten that lucky. My highest is +13. It's crazy to me that some people can get mods that high; I've even spent money in the mod shop to pick out high speed secondary since the mods were released. Still never had the bump be consistent on the speed secondary enough to get me past +13.
