FO Stormtrooper basic attack question

I run a squad with FO and emperor in place of fost.
Now fost is almost 6* and i'm preparing him to make a full FO squad, so i'm trying to find out how to mod him.
His basic attack removes all duffs if he has advantage. Is this a guaranteed dispell or he needs high potency to apply the dispell?

Thanks. I've read that he needs potency. I'm guessing its' for the speed down
