Genosian: Swarm - assist not happening

Ive seen it happen 4 times that I can recall since last night. I hit Swarm which calls for an assist. The assist does not show up. This just made a very critical difference in an arena battle not proc'ing the assist twice in a single match. I think the first couple of times it happened in events. But I have yet to see it occur anywhere else. Thanks.

And now its happening more in Galactic War. Retreated and started the round over exactly the same to see if it would happen again and it did.

EDIT: Exited once more. Re-ordered my party. Tried again. This time it worked.
