R2 Burning fails to trigger counter?

On my last Arena battle, I had GK covering my whole team with Retribution, then R2 put them all on fire and to my surprise didn't get all of them jump on him in a beautifully coordinated ballet of retribution. Does "burning" have an anti-counter effect like daze?

Now this is all just from memory, I might totally have one detail missing that explains the whole thing.

If R2 is stealthed, then they will not counter.
