When will the character updates take effect

Seems like the update is live, but the character changes, specifically the skills for Mace and JKG, haven't updated, at least in the description

Tomorrow as in Wednesday or Thursday when the event goes live

Tomorrow is Thursday for us in Australia who will get the update earlier so can only assume they are one in the same.
