Consular tier 6 gear.

I haven't seen any posts about this but the required level for the last tier 5 piece requires you to be Lv 43. I just hit Lv 43 and decided to farm it...now comes the issue.
The earliest place you can get the parts is in dark side 5-A and that requires Lv 49 to access. The parts are purple and I need 20 of them.
All of my other characters look like they'll get to tier 6 with no issues between Lv 43-45.
Is this kind of thing common?
@EA_Jesse, maybe someone should change the tool tip.
