Is Poe's Taunt Dodgeable?

I've noticed that Poe's Resistance Bravado acts like an attack and is dodged, or at least the application of buff immunity is. Here are two examples:

1. Against a Dooku Lead, RG was the primary 'target' of the taunt for the reason of applying buff immunity, RG 'dodge' Poe's attack and gained offense up because of Dooku.
2. Against a Jedi team with Foresight across the characters, using Poe's taunt removes foresight even though it is not an attack.

Is this working as intended or is Poe's taunt being treated in game as a physical attack?

Its being discussed like forever, about should non-damaging move be able to dodge. For now it seems that non-damaging moves can be dodged and will pop forsight.

It seems that Ventress' Strike Fear can be dodged too. I don't know weather if TIE pilot's basic and Cassian's Crippling shot still trigger dodge and pops foresight to untargeted enemies
