Hera- Expose AAT on Phase 3

Hera is supposed to expose the healthiest enemy with her basic, but in round 3 of the tank the game says the tank is the healthiest but the tank is not an enemy you can attack.
He expose will not work on the leader Droid because of this.
Is her basic working as intended or is this a bug?
Eta just realized I didn't post this in the bugs subforum. Can it be moved?
