Is Capital Ship an ally?

Does the capital ship count as an ally? For example, does the Gaunlet Star fighter gain extra speed if Tarkin is the capital ship (+ speed for each empire ally)? Does Rex's Republic Coordination have a faster cooldown if Mace is the capital ship (- cooldown for each republic ally).

Yes to the second, but people have been reporting that the first doesn't seem to be the case.
