Wicket's abilities

I just finished Wicket's event and unlocked him. I left him at two stars, level 1 and gear level 1. Than I saw his abilities, which were... unlocked. Even the ones that should be locked by a certain gear level. Is this bug or intended?
Edit: I would post screenshots if I knew how to do that.

Mine showed as unlocked but I couldn't upgrade them until I got the right gear level.

This is the current state. It has been flagged in the bug section, it's just a visual bug.
