Love the Thrawn lead and have stuck with it. There is a bug for Empire toons under Thrawn lead when Nihilus, on Enemy side, has unique zeta, they waste a turn on maneuver instead of using their their specials when on defense because health down is inflicted before they go. Thrawn does not however, he swaps. Inset Rex or Imwe, make sure the have the lowest health and protection on your squad. Make Thrawn as fast as possible, ideally the fastest toon on the board. He swaps with Rex or Imwe who grant tenacity up. Thrawn will then fracture and the rest of your empire toons will work properly now. With the leadership zeta, Imwe is especially sweet, he gives the empire toons a ton of protection recovery.
Anyway hope it helps until devs acknowledge that the best Empire lead is broken, Probably out there working on some more Rebels instead, a game is not complete unless Luke has at least 7 different versions.

Yes it is an interesting issue, but they have a cleanse and a debuff, it is a logical move but maybe not the one a person would use.
Not sure how they could make it operate differently.
Going to move to strategy section, it's a good plan.
Increasing the TM from Maneuver to 100 with Thrawns unique will solve the problem or just stop them from using it on the first turn only. It's not a big deal after the first turn. On another note, since the debuff is happening before the turn, empire toons are not getting 20 percent turn meter from the debuff they way they should under Thrawn lead, if that was applied after the turn in this case, it would also solve the problem.
