Palaptine's "Let The Hate Flow"

I've noticed that he only gains his turn meter about half the time.
I have a maxed all his abilities and enjoy gaining that turn meter. I always keep track of his debuffs before I use it, and even when he's clean of Daze, shock, or even completely clean, and I have a Shocked an enemy, it only seems to work half the time as I stated.
Any ideas?

The only thing I could think of is if there's a stormtrooper Han or something on the other team that is immediately removing the tm from being damaged.

I usually avoid ST Han

I noticed that 'Let the hate flow' sometimes triggers Biggs' unique,and sometimes not. Or it can be EP's unique which sometimes triggers Biggs sometimes not. (In Arena def. not, sometines in GW, yes)
(This is in the case when Biggs has no debuff preventing tm gain)

It's just real annoying since I like to use it to help Palps get another mass stuff off when i really need it quick but NOPE
No turn meter for you!
