Power does not increase when abilities are upgraded

I thought the new power rating would increase with every upgrade to mods/gear/level/abilities, but the last time I noticed a jump when upgrading abilities was when I zeta'd a character. Yesterday I did about 20 ability upgrades (lvl 6 or lower) to commander luke and his power was exactly the same at the end as it was when I started. I tried with a few others to check, and not once did their power increase when I upgraded abilities.

Is this a bug? Just a display bug? Or am I misunderstanding the new power rating?

I believe it is a display bug; if you close out and go back in I hear that it updates.

Just tap on the arrow to go to the next character and come back to the character you have upgraded
