Is baze taunt broken?

I've notice recently that even though baze has taunt active. Toons who do not have ignore taunt are in fact ignoring bazes taunt and attacking other toons.

Remember he regains taunt if Chirrut falls below 100% health. So if Baze has taunt, goes and loses it, then someone attacks Chirrut directly or Palpatine attacks anyone, Baze will regain taunt, and on 4x it might look like someone attacked through the taunt.
