I have the feeling that screenshot (got it from someone who got it from someone...etc) is a big fat troll, just to mess up with higher ranked guilds (35* and up) who got only salvage pieces, though there was a chance to get fully crafted gear.
I wouldn't care too much about it.
Same as those people trying to boost their ROLO shards/tokens rewards by claiming they did not get all of them. I don't believe that.
The counter in the top right corner of special missions is a participation counter, and it is not actually showing how many people cleared the entire mission. Nice try though
