How hard would it be to implement quick swap for mods?

I have pretty good mods all around however for TB i want the best of the best mods on my toons especially PS and R1.. how hard would it be to put a system in where you can "save" a mod setting and with a touch of a button transfer those mods wherever they are or whoever they are on to the toon you want to quick swap with? and if there are mods already on the toons they can just go to your inventory.
