You could just wait till day 1 and see if you can complete it without putting either to g8, unless you really want to. I don't know if you'd rather use that gear for someone else. But between the two I'd say Zeb but I'm no Phoenix expert

Ezra and hera are the main characters for thrawn event.
Pushing Ezra to G11 would be great (and useful for TB or haat p4).
Hera to G9-G10 is also very good.
Other can stay at G8.
This should ensure thrawn 7* (maybe you'll have to try hard and for sure to use best mods on your phoenix, but it should do the job).
As said just before, you can stack mats, and decide to upgrade or not regarding how it goes on first day of the event
Anyway it's not lost.
As i said Ezra is great in rebel team.
Phoenix team is needed for a special mission on tb.
