Which toons to invest in to unlock Thrawn via Packs?

Hello, with this event coming which toons are good to unlock him. Im level 63, totally neglected Phoenix, will prolly buy a pack or two to get it over the line if necessary.

I'm thinking Hera /Zeb / Kan / Ezra/chopper?

From what I read chopper is better than sabine for event with sabine having more utility outside event? Is this correct?

Chopper is better for those with low gear because he allows you to survive longer than Sabine who would be good if you're somewhere like g9-g10 for all the characters because her passive doesn't add to survivability, just damage.
