Seismic Charge off cooldown on multi-wave battles
I am really hoping for a response @CG_Kozispoon because I posted this in regards to TB twice and didn't get a response.
In TB, in the third encounter, Slave I will start with his special off cooldown. Now, in the fleet mastery event, the same thing happens. Would really, really like to know if this is a bug or WAI.

Ok, Chimaera was on cooldown...but I did notice this time when the ultimate was used, all ships received damage, but all five remained. Shouldn't one have been defeated? It's possible Phantom II had foresight...is it meant to be dodgeable?
