First Order TIE Fighter - Strafe cooldown bug

When FOTF attacks a target-locked ship with the Strafe ability, the text says:

"Deal Physical damage to target enemy.

Target Lock: Strafe's cooldown is refreshed."

The cooldown is 3, but if you only use it against target-locked enemies, it would refresh and you could use it the following turn. Now, since the recent data push it seems, when you use Strafe against a target-locked enemy, the next time it's FOTF turn, the timer is on 1 turn so you only end up being able to use it every other turn.

I wanted to make sure I'm not crazy and if not, make sure the developers were aware.
