Gar Saxon ship in TB no power at all

Two ship battles I've seen him and he is basically the lowest ship power possible for him?

Last TB he had protection and didnt die in a single hit, this time he has in two seperate battles, just assuming thats a bit of an issue.

That's OK. Nobody complains. There's enough challenge with the combat missions, an easy battle is more than welcome.
