Does waiting to level a character until 7* result in higher stats?

Someone mentioned a theory that waiting to level a character until it is at 7* grants a multiplier to increase its strength.

I always assumed that leveling a character at any star count would result in the same amount of strength being added...

Can anyone confirm/deny this?

Yes and no. Leveling a character to 85 at 1 star will result in little growth. But then each time you give it a star, it automatically adjusts to the new stars multiplier. If that makes sense...

So level first asjusts stats, then stars adjust multiplier.
Or stars first adjusts multiplier, then level adjusts stats.
You end up with the same result.

End result is the same. Stars affect the multiplier applied to the various stats only. Gear has more of an effect on power, so unless you are only needing them in places with a required star level, such as raids or tb, there isnt any benefit to waiting to gear them if you plan to anyway. Now, it may be more impactful at the moment to give that gear to someone with higher stars (more power to be used immediately), but the end result is identical.
