Does Watto run the shipment shop ?

I have over 2,000 Mk8 Salvage, but 0 Mk8 Implants. Both are gold items.
I tried to sell them back in the shipment shop. Or maybe trade for ones I need, but the shop manager wont let me. Does Watto run the shipment shop ?
