Thrawn was too hard!

Hey guys. I was able to 6 star Thrawn when he was here, and did not get the ship (Did not have the ships star level needed). I didn't use Chopper in the event, well because he sucks and hits like a wet noodle. What should I do with the ones I do have at 7 stars? Make them faster? More Protection? Speed? And what gear level should they be? I have them at gear 8.
