A New Imperial Darkside leader that is overwhelming (a little)

I created a kit for Admiral Daala, protector of the Maw Research Center
Here it is:

Admiral Daala
Dark Side, Empire, Imperial Trooper, Attacker
4 Star Unlock
Dark Side Territory Battle Special Mission (Possible)

Strike the Opportunity (Basic)
Base: Deal damage to target enemy, with a 65% chance to daze them for one turn. Remove 15% turn meter of all enemies and gain Stealth for one turn on a critical hit. Each time she strikes with this attack, increase the cooldown of this attack by one (until removed) (In effect, stun unless her other abilities are active).
Level 1: +2% Daze chance
Level 2: +5% bonus attack chance
Level 3: +10% bonus attack chance
Level 4: +15% bonus attack chance
Level 5: +10% turn meter removal
Level 6: +8% Daze chance
Level 7(O): +75% chance to inflict speed down and calls an Imperial Trooper ally to assist; +50% turn meter removal
Final: Deal damage to target enemy and call an Imperial Trooper ally to assist, with a 75% chance to inflict speed down and daze on the enemy for one turn and a 30% chance to strike again. Remove 75% turn meter on all enemies and gain Stealth for two turns on a critical hit. Each time she strikes with this attack, increase the cooldown of this attack by one (until removed) (In effect, stun unless her other abilities are active).


At All Costs (SPECIAL)
Cooldown: 9
Base: Deal damage to all enemies. For every critical hit scored, she has a 12% chance to grant Empire allies Speed Up for one turn. For every hit evaded or dodged, she loses 1% of her max health. Admiral Daala can’t be defeated by this health loss. This attack starts on cooldown (9)
Level 1: +3% chance for Speed Up
Level 2: +10% chance for Speed Up
Level 3: Cooldown – 1
Level 4: Loss of Health +5%
Level 5: Cooldown -1
Level 6: Speed Up duration +1
Level 7(O): For every non-critical hit, she grants all Imperial Trooper allies Critical Chance Up for two turns (stacking).
Final: Deal damage to all enemies. For every critical hit scored, she has a 50% chance to grant Empire allies Speed Up for two turns. For every non-critical hit, she grants all Imperial Trooper allies critical chance up for 2 turns (stacking). For every hit evaded or dodged, she loses 6% of her max health. Admiral Daala can’t be defeated by this health loss. This attack starts on cooldown (7).


Return to Purpose (SPECIAL)
Cooldown: 3
Base: Deal special damage to the target enemy, with a 10% chance to inflict Stagger for two turns. If the enemy dodges or evades this attack, reset the cooldown for At All Costs and gain 10% turn meter.
Level 1: 10% chance to inflict Daze for two turns
Level 2: +15% turn meter gain
Level 3: +5% Daze and Stagger chance
Level 4: +25% turn meter gain
Level 5: +5% Daze and Stagger chance
Level 6: +50% turn meter gain
Level 7(O): If the enemy resists Stagger or Daze, she uses Strike the Opportunity immediately
Level 8(Z): If the Imperial Trooper ally’s hit is dodged or evaded, call all Imperial Trooper allies to assist. (Requires Omega on Strike the Opportunity)
Final: Deal special damage to the target enemy, with a 20% chance to inflict Stagger and Daze for two turns. If the enemy dodges or evades this attack, reset the cooldown for At All Costs, and gain 100% turn meter. If the enemy resists Stagger or Daze, she uses Strike the Opportunity immediately, and if the Imperial Trooper ally’s hit is dodged or evaded, call all Imperial Trooper allies to assist.


Protector of the Maw (UNIQUE)
Base: Every time Admiral Daala uses Strike the Opportunity, she has a 25% chance to inflict daze for one turn on herself. Every time she uses At All Costs, she has a 10% chance to gain Health Up (20%) for one turn. (Health Up would apply after she loses any health from At All Costs). Every time she uses Return to Purpose, she Taunts for one turn and then gains Stealth for one turn directly after the Taunt.
Level 1: +25% chance to inflict Stagger for one turn on herself
Level 2: +10% Daze and Stagger chance
Level 3: +5% Health Up chance
Level 4: +10% Health Up chance
Level 5: Stealth Duration +1
Level 6: +40% Daze and Stagger chance
Level 7(O): If Grand Moff Tarkin is present, Admiral Daala is inflicted with speed Down, and gains Critical Chance Up for one turn at the beginning of each encounter. If Grand Moff Tarkin is not present, she gains Speed Up for one turn and is inflicted with Critical Chance Down and Tenacity Down at the beginning of each encounter. These Debuffs can’t be dispelled.
Final: Every time Admiral Daala uses Strike the Opportunity, she has a 75% chance to inflict stagger and daze for one turn on herself. And every time she uses At All Costs, she has a 25% chance of gaining Health Up (20%) for 2 turns. (Health Up would apply after she loses any health from At All Costs). Every time she uses Return to Purpose, she Taunts for one turn and then gains Stealth for two turns directly after the Taunt.
If Grand Moff Tarkin is present, Admiral Daala is inflicted with Speed Down, and gains Critical Chance Up for one turn at the beginning of each encounter. If Grand Moff Tarkin is not present, she gains Speed Up for one turn and is inflicted with Critical Chance Down and Tenacity Down at the beginning of each encounter. Debuffs inflicted by Grand Moff Tarkin’s presence/lack of can’t be dispelled.


Double Your Efforts (LEADER)
Base: Each time an ally is hit, they gain Retribution for one turn. If it was a critical hit, they gain Tenacity Up for one turn. Imperial Trooper allies also gain Speed Up for one turn if they are critically hit. If any ally dodges or evades any attack, they gain Foresight for one turn.
Level 1: +25% turn meter if evade or dodge
Level 2: Empire allies also gain Defense Up for a turn
Level 3: +25%Turn Meter
Level 4: Retribution on a critical hit; +25% Turn Meter
Level 5: Health Up (15%) on a critical hit; +25% Turn Meter
Level 6: Foresight and Defense Up Duration +1
Level 7(O): Imperial Trooper allies also gain Protection Up (15%) and a Heal over Time (15% of Daala’s Max) on a critical hit
Level 8(Z): Each time an ally is hit, all debuffs are dispelled; All Empire Allies have a 30% chance to reset their cooldowns at the end of their turns. If any cooldown was reset this way, reset the cooldown of Strike the Opportunity as well.
Final: Each time an ally is hit, all debuffs are dispelled and then they gain Retribution for one turn. If it was a critical hit, they gain Health Up (15%), Retribution, and Tenacity Up for one turn. Imperial Trooper Allies also gain Speed Up, Protection Up (15%), and a Heal over Time (15% of Daala’s Max) for one turn if they are critically hit. If any ally dodges or evades any attack, they gain 100% turn meter and Foresight for two turns. Empire allies also gain Defense Up for two turns.
All Empire allies have a 30% chance to reset their cooldowns at the end of their turns. If any cooldown was reset this way, reset the cooldown of Strike the Opportunity as well.
