I would imagine they dont have too many immediate plans to put toons in shipments. hence the move of gear going to the shard shop. I keep enough stacked to buy 1 toon and turn the rest into gear. it seems to be working well so far.
The way TBs are rolling, i also wouldn't hold out. I know some people only buy the toons they want. I tend to go more of the pokemon route and just try to collect them all.
