Depends what you mean by not working. Plague will stop him cleansing debuffs.

sorry for my bad english, he rises his arm to give 100% tenacity to all, but no other character has the green fist - nothing happend. no matter if there is a debuff or plague! also heroes without debuff haven’t tenacity.
