I am level 49 and the first order ships events is blocked out.

Do I have to be level 60 to do the ship marquee events?

Yes, you have to have unlocked the "ships" portion of the game to participate

"Available upon unlocking of Ships."

Reckon that means level 60, Fleet Arena and the other stuff that comes with it.
