Different Level of abilities in list and in TW

When I look at my Ima Gun Di i my CHaracters cestion he is all maxed, but when I add him as leader to a territory, his leader ability is only on lvl 3.
At first I tougth it was based on when I "join"ed the War, but my other characters i geared up and leveled up show identical stats in both.

Player lock occurs at the end of the preview phase. So if you levelled up during that phase, it will keep, but improvements from setup phase onward won't affect the war.
