I am confused if opposite guild in TW won't set up a defense

There is a minimum limit to banner count (600) in TW to able to participate in it. When a defense setup phase begins we have 24 hours to set defense and earn at least 600 banners. In this phase we already know the name of the opposite guild. But what if the opposite guild won't setup enough defense to reach 600 banners? We will have auto win? It's good that we will receive prizes but it will be much greater to take part in TW and have a deserved win and not technical win.

Could someone clear this situation? Any response from devs will be appreciated!

Clearing a single sector not counting battles will get you over the minimum, not to mention the entire map.

Some people stop playing after testing the first time. It's a beta. But in the real game I can't imagine guilds neglecting the event. The rewards are quite good and not participating won't give them rewards.
