Just did a fleet battle neither mine nor the opponents Biggs were gaing protection or taunt from Target locks being applied,

Same thing just happened for me. And the entire enemy fleet was able to target stealthed ships.

Just did another match opponents was working, mine was not. Did not encounter that stealth bug
