Who Shot First

So... my Poe is at max speed, so is the Poe of the defending team. We also both have Sids; my Sid goes first, then his Sid, and then his Poe goes first and my team gets wrecked. Wondering if the defending Poe will always get to go first or this is down to RNG since both Poes have the same speed. Hoping there is at least a chance for my Poe to be first in the mix or else I will have to actively avoid any Arena team with a Poe in it from now on.

This of course assumes I haven't built a team of characters faster than Poe, which I am still working on but won't be ready for at least another month.

Thoughts? Experiences?

It's RNG. For some reason, I feel like the AI has better luck with stuns, dodges, etc. but pretty sure turn order is close to 50/50
