Character and mod stat guide?

Anyone know of a comprehensive resource or reference that lists what mod stats are best with each character? Also, is it better to mix and match mods for secondary stats, or to strive for complete sets on one character and are the mods that require 4 for the set even worth it? Thanks much!

You can find guidelines, but "best" mods depend on a number of things, like the group comp, whether you are talking about raids or TB or arena, what thay characters role is in the group etc.

Complete sets of speed and cd are pretty great, they are very much worth it on the right hero...
