Learn Control Zeta

Had a zeta waiting even before we got the freebie, so I decided to splurge on CLS and give him Learn Control. Had a particularly bad arena match that got worse. My CLS vs R2 and opposing CLS. I did not have Call to Action. In successive turns, got stunned by R2, defense down + speed down by CLS, then stunned again (you could see the text on the screen even though I was already stunned).

At no point did it say RESIST.

Am I misunderstanding 100% tenacity? Bugged? Or did I really just have a case of the standard 15% debuff application happen four times in a row (of which the odds are miniscule)

TL;DR 100% tenacity =/= 100% resist chance

Bad RNG and maybe high potency enemies. 100% is not debuff-proof, but since I have that zeta on cls he can resist a LOT better. Make sure to not use call to action unless needed.

Thanks folks - that helped. I knew he wasn't debuff proof, but I was surprised to see a 4/4 without a single resist. (odds of that even if the tenacity / potency equation came to 50% would be 1/16 - which the way that match was going sounds likely!).
