TW sector bonus

Why do the bonus’s have to be the same in every sector. Why just first order and resistance. Why can there be bonus’s for scoundrels or empire or sith and Jedi. Heck, even jawas and droids. Or dare I say it....rebels. And why can’t they mix and match. And be in different spots during every TW? That would require real strategy, and actually give a reason for a 24 hour preview phase.
