I wasn't sure about him when he was announced, by Starck is a seriously good character on Trooper teams. The armour pen he gives everyone and the crit chance+damage makes my G11 Snowtrooper and Deathtrooper absolutely melt enemies. While the damage on his basic and AOE isn't great, the dispel is a life-saver sometimes.
