TW - How to unlock Command Post Fortification?

The rear center territory "Command Post Fortification" cannot be accessed from the rear lower territory, "Special Ops Center Fortification?" We have been able to attack this territory from the front and the top in earlier TW. This time around, we are coming in from underneath, but we cannot attack it. Why not?

@CG_RyDiggs Would you please explain why we cannot attack this territory?

You have to break the territory in front of it. We did this ourselves just today.

Don't think anything has changed, it's always been this way.

I didn't say it changed.
We have attacked it from above.
We have attacked it from the front.
We cannot attack from below? What's the logic in that?

You can attack the territory by defeating the fleet territory above it. You don't need to defeat the territory in front of it.

I think you are mistaken. Since beta, a territory can only be attacked by defeating the one directly in front of it.

I think you are mistaken. Since beta, a territory can only be attacked by defeating the one directly in front of it.

Always a possibility. It's probable that M1 always gets destroyed while I am sleeping, leaving M2 open for attack.
