It can be done!
I promise you, keep trying! I was able to beat tier 7 with a G8 Palpatine, G8 Tarkin, G9 TFP, G8 Stormtooper, and a G7 Magma ALL below speed 200! Just keep trying and trying and eventually the cards will align themselves just right!
