Where goes my "pending approval" comments?

I have seen this issue a LOT of times before, this happens when I edit my comments, everytime when this happens it says "You comment is waiting for approval" or something like that, but I can never seen my comments when this issue happens?
Who is in charge of THAT approval? I just put an extra QUESTION MARK (?) In my last response, and just because of that, l am not going to see my response ever again.
What is this?
